U.S. lawmakers have now set firm legislative milestones for July, August, and September, aiming to finalize market structure rules and clearly define the regulatory roles of the SEC and CFTC. According to David Sacks, the White House’s lead adviser on AI and digital assets, a comprehensive framework is being readied in the Senate—marking the clearest indication yet of long-awaited crypto reform.

Sacks publicly credited Senate Banking Committee Chair Tim Scott and Digital Assets Subcommittee Chair Cynthia Lummis for their leadership and outlined the upcoming sequence: the bill will be introduced before Congress breaks in August, marked up in early September, and finalized by month-end. Notably, Sacks teased that “July will be a big month,” with two key legislative actions: the GENIUS Act’s signing and the CLARITY Act reaching the Senate.

GENIUS and CLARITY Set to Redefine Stablecoins and Digital Asset Oversight

The GENIUS Act of 2025—short for Guiding and Establishing National Innovation for U.S. Stablecoins—has already cleared the Senate. It sets strict federal guidelines for issuing payment stablecoins, allowing only qualified issuers such as insured banks or regulated nonbanks with a cap of $10 billion in issuance. Stablecoins must be backed 1:1 with U.S. dollars or comparable liquid reserves, and issuers are required to disclose redemption policies, maintain safekeeping standards, and publish monthly reserve data.

In parallel, the Digital Asset Market Clarity (CLARITY) Act of 2025 was introduced in the House to clarify jurisdiction between the SEC and CFTC. The bill seeks to establish a stable legal framework for crypto assets, reducing regulatory confusion and preventing further innovation flight overseas. Key features include clearly defined agency roles, fund segregation rules, developer capital-raising mechanisms, and enhanced investor protections—all with the intent to secure U.S. dominance in digital asset leadership.

With both bills progressing swiftly, July is shaping up to be a defining moment for crypto regulation in the United States—one that could finally bring clarity, compliance, and confidence to the digital economy.
